Ya que, <em><u>esta partida DEBER\u00cdA estar destinada<\/u><\/em> a <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#6305bb\" class=\"has-inline-color\"><strong>promover, respetar, proteger, garantizar y restituir<\/strong> sus <strong>derechos fundamentales<\/strong><\/mark>.<\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>La <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#1608a4\" class=\"has-inline-color\">Suprema Corte de Justicia<\/mark> <\/strong>a trav\u00e9s del Tribunal Colegiado de Circuito <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#aa0303\" class=\"has-inline-color\">DETERMIN\u00d3<\/mark> <\/strong>que, <mark style=\"background-color:#87f4de\" class=\"has-inline-color\"><strong>EXCLUIR<\/strong> a<\/mark><mark style=\"background-color:#ffffff\" class=\"has-inline-color\"> <em><u>grupos vulnerables del presupuesto<\/u><\/em>,<\/mark><mark style=\"background-color:#87f4de\" class=\"has-inline-color\"> <strong>bas\u00e1ndose en estigmas o discriminaci\u00f3n<\/strong>, <strong>VULNERA<\/strong> el <strong>Derecho a la Igualdad<\/strong><\/mark><mark style=\"background-color:#ffffff\" class=\"has-inline-color\"> seg\u00fan el <em><u>art\u00edculo 1\u00ba constitucional<\/u><\/em>.<\/mark><\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>La <mark style=\"background-color:rgba(0, 0, 0, 0);color:#f76a05\" class=\"has-inline-color\"><strong>justificaci\u00f3n <\/strong>de la <strong>SCJN<\/strong> <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">es que, la <em><u>vigencia anua<\/u><\/em>l de una <em><u>norma presupuestaria<\/u><\/em> <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#f76a05\" class=\"has-inline-color\"><strong>NO extingue sus efectos discriminatorios<\/strong>. <\/mark><\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">Si una <em><u>disposici\u00f3n transmite un mensaje estigmatizante o discriminatorio<\/u><\/em>, sus<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#f76a05\" class=\"has-inline-color\"> <strong>consecuencias persisten<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\"><em><u>PERPETUANDO la marginaci\u00f3n<\/u><\/em>. <\/mark><\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">La<\/mark><mark style=\"background-color:rgba(0, 0, 0, style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\"><em><u>reproduce la discriminaci\u00f3n estructural,<\/u><\/em> <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#f76a05\" class=\"has-inline-color\"><strong>afectando<\/strong> <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">la <em><u>dignidad humana<\/u><\/em> y los <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#f76a05\" class=\"has-inline-color\"><strong>derechos<\/strong> de <strong>igualdad<\/strong> y <strong>no discriminaci\u00f3n<\/strong><\/mark><strong> <\/strong>del art\u00edculo 1\u00ba constitucional.<\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>Esta <strong><mark style=\"background-color:#7cecc3\"
