class=\"has-inline-color has-black-color\">indirecto&nbsp;por el&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\"><strong>corte de AGUA potable<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">en su domicilio. <\/mark><\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">El juez lo&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\"><strong>desech\u00f3 por extempor\u00e1neo<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">ya que hab\u00edan pasado m\u00e1s de<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\">&nbsp;<strong>15 d\u00edas<\/strong>&nbsp;<em><u>desde la fecha del corte<\/u><\/em>,<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\"> seg\u00fan el&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\"><strong>art\u00edculo 17 de la Ley de Amparo<\/strong>.<\/mark><\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\"><br><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">La persona<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\">&nbsp;<strong>impugn\u00f3<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">esa decisi\u00f3n<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\">, <em><u>argumentando que el corte de agua es un<\/u><\/em>&nbsp;<strong>acto continuo<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">que se&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\"><strong>actualiza cada d\u00eda<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">por lo que el plazo para presentar el amparo&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#036742\" class=\"has-inline-color\"><strong>no ha vencido<\/strong>.<\/mark><\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>La <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#140277\" class=\"has-inline-color\">Suprema Corte de Justicia<\/mark> <\/strong>a trav\u00e9s del Tribunal Colegiado <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#870303\" class=\"has-inline-color\">DETERMIN\u00d3<\/mark> <\/strong>que, el&nbsp;<mark style=\"background-color:rgba(0, 0, 0, 0);color:#850458\" class=\"has-inline-color\"><strong>amparo <\/strong><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">por <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#850458\" class=\"has-inline-color\"><strong>corte de agua dom\u00e9stica<\/strong>&nbsp;<em><u>PUEDE<\/u><\/em> <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">presentarse&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#850458\" class=\"has-inline-color\"><strong>en cualquier momento<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">ya que se trata de un<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#850458\" class=\"has-inline-color\">&nbsp;<strong>acto continuo<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">esto es que <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#850458\" class=\"has-inline-color\"><strong>no ocurre una sola vez<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">sino que<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#850458\" class=\"has-inline-color\">&nbsp;<strong>se prolonga en el tiempo<\/strong>, <em><u>afectando de forma constante los derechos del quejoso<\/u><\/em>.<\/mark><\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>La<mark style=\"background-color:rgba(0, 0, 0, 0);color:#9d4404\" class=\"has-inline-color\"> <strong>justificaci\u00f3n<\/strong><\/mark><strong> <\/strong>de la <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#1b0184\" class=\"has-inline-color\">SCJN<\/mark><\/strong> es que, luego de que la Primera Sala&nbsp;<mark style=\"background-color:rgba(0, 0, 0, 0);color:#e15f01\" class=\"has-inline-color\"><strong>resolvi\u00f3<\/strong> <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">en el&nbsp;<em><u>amparo en revisi\u00f3n 543\/2022<\/u><\/em>&nbsp;que el&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#e15f01\" class=\"has-inline-color\"><strong>Derecho Humano al AGUA<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">est\u00e1 <em><u>protegido por el&nbsp;art\u00edculo 4\u00ba constitucional<\/u><\/em>&nbsp;y por normas internacionales como <em><u>la&nbsp;Observaci\u00f3n General No. 15 de la ONU<\/u><\/em>. <\/mark><\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">Se <em><u>AFIRM\u00d3<\/u><\/em> que el&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#e15f01\" class=\"has-inline-color\"><strong>suministro de agua debe ser continuo<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\"><em><u>sin cortes arbitrarios<\/u><\/em>, y que su <em><u>afectaci\u00f3n se considera<\/u><\/em><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#e15f01\" class=\"has-inline-color\">&nbsp;<strong>repetida mientras persista el corte<\/strong>, <\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">lo que justifica aplicar un criterio<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#e15f01\" class=\"has-inline-color\">&nbsp;<strong>flexible<\/strong><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">&nbsp;en defensa de ese derecho, conforme al&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#e15f01\" class=\"has-inline-color\"><strong>principio pro actione <\/strong><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">esto es que cuando <em><u>hay dudas sobre la admisi\u00f3n o procedencia de una demanda<\/u><\/em>, DEBE<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#e15f01\" class=\"has-inline-color\"> <strong>resolverse en favor de permitir que la persona acceda al proceso judicial<\/strong>.<\/mark><\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>Esta<mark style=\"background-color:#a7f0d5\"
