I, de la Ley Estatal de Derechos (Chihuahua, al estimar que el<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#b04b03\" class=\"has-inline-color\">&nbsp;<strong>pago del derecho<\/strong><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">&nbsp;por<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#b04b03\" class=\"has-inline-color\">&nbsp;<strong>servicios registrales<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">que este prev\u00e9,<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#b04b03\" class=\"has-inline-color\"> <strong>VIOLA<\/strong>&nbsp;el&nbsp;<strong>principio de proporcionalidad tributaria<\/strong>.<\/mark><\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>La&nbsp;<strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#10017e\" class=\"has-inline-color\">Suprema Corte de Justicia<\/mark><\/strong>, a trav\u00e9s del&nbsp;Tribunal Colegiado de Circuito, <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#760202\" class=\"has-inline-color\">DETERMIN\u00d3<\/mark><\/strong> que, el art\u00edculo en menci\u00f3n de la Ley referida de <em><u>Chihuahua,<\/u><\/em><mark style=\"background-color:#caf8b4\" class=\"has-inline-color\">&nbsp;<strong>SI<\/strong> <strong>VIOLA <\/strong>el<strong> principio de proporcionalidad tributaria<\/strong>, <em><u>consagrado<\/u><\/em> en el&nbsp;<strong>art\u00edculo 31, fracc. IV<\/strong>&nbsp;de la&nbsp;<strong>Constituci\u00f3n<\/strong>.<\/mark><\/p>\n\n\n\n<p><strong>.<\/strong><\/p>\n\n\n\n<p>La <mark style=\"background-color:rgba(0, 0, 0, 0);color:#88033e\" class=\"has-inline-color\"><strong>justificaci\u00f3n <\/strong><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">de la <\/mark><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#1f0392\" class=\"has-inline-color\">SCJN<\/mark><\/strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\"> es que el<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#88033e\" class=\"has-inline-color\">&nbsp;<strong>derecho por servicios registrales<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">previsto en la dicha disposici\u00f3n impone una&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#88033e\" class=\"has-inline-color\"><strong>carga econ\u00f3mica desproporcionada<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">a los contribuyentes, sin que exista una<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#88033e\" class=\"has-inline-color\">&nbsp;<strong>justificaci\u00f3n razonable<\/strong>&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">entre el&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#88033e\" class=\"has-inline-color\"><strong>monto exigido<\/strong><\/mark><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">&nbsp;y e<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#88033e\" class=\"has-inline-color\">l&nbsp;<strong>costo real del servicio prestado<\/strong>. <\/mark><\/p>\n\n\n\n<p><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">En consecuencia, se considera que el precepto legal&nbsp;<\/mark><mark style=\"background-color:rgba(0, 0, 0, 0);color:#88033e\" class=\"has-inline-color\"><strong>transgrede los l\u00edmites constitucionales<\/strong>&nbsp;<\/mark>que <strong>DEBEN<\/strong> <strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#920457\" class=\"has-inline-color\">observarse en materia tributaria, afectando la equidad y justicia fiscal<\/mark><\/strong>.<\/p>\n\n\n\n<p>.<\/p>\n\n\n\n<p>Estas <strong><mark
